DGFT India is a Government organization of the country responsible for the formulation and implementation of all the guidelines and policy dockets related to Foreign Trade in India. Some of the important guidelines include the Exim Policy, IEC Codes and ITC HS – Codes. Any bonafide person or company must follow these guidelines and attain the codes, to carry out any import export activity in the country.

Director General Foreign Trade or DGFT India is a Government organization of the country responsible for the formulation of exim guidelines and principles for indian importers and exporters. The prime concern of this organization lies in the promotion of foreign trade in the country. In order to promote even growth of the trade, it also implements the Foreign Trade Policy or Exim Policy. It functions in co-ordination with the state governments of various states through out the country and all the other departments of Ministry of Commerce and Industry, government of India.

The Exim Policy or Import Export Policy is laid out by DGFT India and governed by introducing various schemes and guidelines via its network of regional offices thought-out the country. The Exim Policy or Foreign trade Policy is basically a set of guidelines and instructions related to the import and export of goods. These rules are mandatory for carrying out any import or export related activity in the country. For example – details pertaining to which product / commodity will be exported / imported to or from India and in what quantities, is mentioned in the exim policy guidelines issued by DGFT. DGFT Delhi is the regional office for the North region and an important network amongst all its regional offices. The main objective of the exim policy is to ensure a sustained economic growth of foreign trade by providing traders with the much needed access to essential raw materials, intermediates, components, consumables and capital goods scheme. It aims at generating new employment opportunities for the people. It also ensures that the International trade scenario is able to maintain the international quality standards to promote a positive image of the nation.

Another important task of DGFT is issuing the IEC or Importer Exporter Code. Any bonafide person or company interested in starting an International trade with any foreign country has to acquire an IEC code before starting a new venture. Without the possession of this ten digit IEC code no person or entity is allowed to commence foreign trade in the country. Interested applicants need to fill the IEC application form and send it to the Head office or the Regional Authority of Directorate General Foreign Trade, with the required documents and fees.

The ITC HS Code List or the India Harmonised Code System has also been issued by DGFT. This HS code is a unique code eight digit code developed at par with international standards to suit the requirements of Foreign Trade in the country. The HS codes are divided into two schedules, subdivided into 21 chapters, further divided into 98 chapters. These chapters are further divided into sub-heading under which different HS codes are mentioned. For example foot wear and head-gears are categorized with digits 64-67 in the 64th to 67th chapters, followed by 01 for water proof further followed by 1010 for rubber soles. Hence, the HS – code for water-proof rubber sole footwear is 64011010 that should be used as a product code for importing or exporting water-proof rubber sole footwear to / from any part of the world.
Every year on 31st March DGFT India issues notifications, circulars, and tariffs related to the modifications and improvements in the existing guidelines, which becomes effective from 1st of April onwards. All these notifications and updates are available at Infodrive India’s website.
